April 23, 2020 - Pursuant to California Elections Code section 15628 the Orange County Registrar of Voters will be conducting a recount of the ballots cast in the City of Westminster Special Recall Election.
The election was conducted on April 7, 2020. The recount process will begin at the Registrar of Voters' office, 1300 South Grand Avenue, Building C, Santa Ana, on Tuesday, April 28, 2020 beginning at 10 a.m.
The City of Westminster Special Recall Election recount is being conducted pursuant to California Elections Code section 15629 and 15630, which requires that the recount process be conducted publicly and that "ballots and other materials" be made available for physical examination.
Despite the requirements for a public process, several conditions for observation will be in place that are in line with state and local health orders and guidance. All observers attending the recount will be asked to wear face coverings as recommended by the California Department of Public Health and the OC Health Care Agency (guidance issued on April 2, 2020). As noted in the advice, face coverings are not a replacement for prevention measures like social distancing and frequent hand washing.
In addition, due to COVID-19 social distancing guidelines, access to the recount location will be limited to official representatives of the interested parties (and may be restricted further based on space limitations) pursuant to the California Code of Regulations, Title 2, Division 7, Chapter 8, Article 1, sections 20816 (a) and 20816 (b).
Additional observation space may be made available for remote viewing based on the total number of individuals wishing to observe. The recount process will be live streamed on the Internet for interested members of the public not in attendance.
