Orange County, CA Registrar of Voters Completes the Canvass of the 2025 Special Election

During the canvass, Registrar of Voters conducted several post-election voting system tests and audits. 

SANTA ANA, CA – June 25, 2025 – The County of Orange Registrar of Voters today completed the canvass of the June 10, 2025 Special Election. 

The results of the City of Huntington Beach Special Municipal Election were submitted to the City Clerk for certification. Pursuant to California Elections Code, the City Council is required to declare by resolution whether the measures were approved or rejected by the voters no later than Friday, July 4, 2025.

Total voter turnout for the City of Huntington Beach Special Municipal Election was 43.6 percent. Of the 59,727 ballots cast by Huntington Beach voters and counted, 91 percent cast a Vote-By-Mail ballot and 9 percent cast an in-person ballot at Vote Centers.

Registrar of Voters Bob Page certified the results of the Newport-Mesa Unified School District Trustee Area 5 Special Vacancy Election and submitted the statement of votes to the school district Board of Education to declare the winner.

Total voter turnout for the Newport-Mesa Unified School District Trustee Area 5 Special Vacancy Election was 27.6 percent. Of the 5,265 ballots cast by Newport-Mesa Unified School District Trustee Area 5 voters and counted, 98.2 percent cast a Vote-By-Mail ballot and 1.8 percent cast an in-person ballot at a Vote Center.

During the canvass of the 2025 Special Election, a One Percent Manual Tally audit was completed to verify the results of the city and school district elections.

The legally required One Percent Manual Tally examined and manually tallied 695 ballots from two precincts – one in the city and one in the school district. The hand count results were then compared with the election results that were produced by the County’s voting system.

The outcome of the One Percent Manual Tally provided additional confirmation that the results of the elections were correct. Details on the audit can be found at ocvote.gov/audit.

A post-election logic and accuracy test of Orange County's voting system equipment and software was also conducted. Test ballots were fed through all ballot scanning devices used in the election and all the votes on the test ballots were accurately counted. The Registrar of Voters also confirmed that the voting system software had not been modified during the election.
